PCORI's Proposed Research Agenda (2021-2022)

In December 2021, the PCORI Board of Governors voted to release for public comment its proposed Research Agenda, which provides the framework for achieving progress on the National Priorities for Health specifically through the strategy of funding CER and supports PCORI’s unique space in the health research landscape. It endeavors to inform a portfolio of patient-centered research that addresses current unmet information needs of patients, their caregivers, clinicians, purchasers, payers, health researchers, and other healthcare system stakeholders in making personalized healthcare decisions across a wide range of conditions and treatments.

The public comment period took place from December 10, 2021, through January 31, 2022.

Proposed National Priorities for Health (2021)

PCORI's congressional authorization requires identification of National Priorities and establishment of a Research Agenda outlining how PCORI will address each priority. These documents guide our work. Hundreds of stakeholder representatives, advisors, and experts are informing our process, strategic approach, and various content elements, such as the proposed priorities.

In June 2021, PCORI's Board of Governors voted to release for public comment five proposed National Priorities for Health, which represent an ambitious new approach to direct our work in the years ahead.

Proposed Principles for the Consideration of the Full Range of Outcomes Data in PCORI-Funded Research (2020)

A part of PCORI's 2019 reauthorizing law clarifies that PCORI-funded studies should capture "the full range of clinical and patient-centered outcomes," specifically adding "the potential burdens and economic impacts" of healthcare services to the patient-centered outcomes and clinical effectiveness measures that have been the hallmarks of the research we have funded to date.

In September 2020, PCORI’s Board of Governors approved the release of a set of proposed Principles for the Consideration of the Full Range of Outcomes Data for a 60-day public comment period between September-November 2020.

Proposed New PCORI Methodology Standards (2018)

As required under PCORI’s authorizing law, PCORI's Methodology Committee works to define and update methodological standards for patient-centered outcomes research. At its July 2018 meeting, PCORI’s Board of Governors accepted the Committee's proposal to update the standards with two new categories (Standards for the Individual Participant-Level Data Meta-Analysis and Standards for Qualitative Methods and Mixed Methods Research) containing 11 new standards.

The Board approved posting of these draft standards for public comment. We invited the public to comment on these proposed changes. The deadline for submitting comments was Friday, September 21, 2018, at 5:00 pm ET.

Proposed New PCORI Methodology Standards (2017)

As required under PCORI’s authorizing law, PCORI’s Methodology Committee works to define and update methodological standards for patient-centered outcomes research. At its October 2017 meeting, PCORI’s Board of Governors accepted the Committee’s proposal to update the standards as follows: Add four new standards in a new topic/category (Standards for Studies of Complex Interventions) and add one new standard to one existing topic/category (Standards for Data Integrity and Rigorous Analyses)

The Board approved posting of these draft standards for public comment. We invited the public to comment on these proposed changes. The deadline for submitting comments was Friday, December 29, 2017, at 5:00 pm ET.

Data Access and Data Sharing Policy (2017)

PCORI was created to support clinical trials and observational studies that address critical knowledge gaps in clinical care and practice by providing high-integrity, evidence-based information to patients, clinicians, and the broader healthcare community. As a funder with a commitment to open science, PCORI has already implemented initiatives to promote access to research findings from our funded studies. We also believe that it is important for our research awardees to share the data from their PCORI-funded studies.

To that end, PCORI developed a draft Policy for Data Access and Data Sharing and we sought input from various stakeholder groups. We invited the public to comment on this draft policy, as required under PCORI’s authorizing legislation. The deadline for submitting comments was Monday, January 23, 2017, at 5:00 p.m. (ET).

Proposed New and Revised PCORI Methodology Standards (2016)

PCORI released its initial set of Methodology Standards in December 2012. Required under PCORI’s authorizing law and developed under the guidance of the PCORI Methodology Committee, the 47 standards provide guidance on clinical research practices in 11 topic areas. In 2015, the Methodology Committee began reviewing the standards with an eye toward updating them and adding any new standards as needed. As a result, the Committee proposes the following changes to the current standards:

  • Revise 25 existing standards
  • Combine 12 existing standards into groups of two or three to form six revised standards
  • Delete one existing standard
  • Leave nine existing standards unchanged
  • Add three new standards to the existing 11 methodological categories
  • Add five new standards in a new category (Standards for Designs Using Clusters).

We invited the public to comment on these proposed changes, as required under PCORI’s authorizing law. The deadline for submitting comments was Monday, April 11, 2016, at 5:00 p.m. (ET).

Proposal for Peer Review of Primary Research and Public Release of Research Findings: Public Comment (2014)

PCORI developed a process for peer-reviewing our primary research and making research findings publicly available in a form and format useful to patients, clinicians, and others. This process was part of PCORI’s broad dissemination and implementation plan to put knowledge gained from patient-centered outcomes research (PCOR) into practice. Input from patients and the entire health care community was a vital part of developing this process.

To receive public input, and in accordance with PCORI’s authorizing legislation, PCORI launched a 54-day public comment period on “PCORI’s Proposal for Peer Review of Primary Research and Public Release of Research Findings” on September 15, 2014. The comment period ended on November 7, 2014. The draft proposal outlined PCORI’s plan to conduct peer review of the primary research it funds and make the findings publicly available within a specific timeframe.

PCORI analyzed the comments received and determined the degree to which its proposal should be revised. The updated draft, with an accompanying analysis of the comments and PCORI’s responses to them, was submitted to PCORI’s Board to consider for approval in early 2015. In February 2015, the Board approved PCORI's Process for Peer Review of Primary Research and Public Release of Research Findings.

Draft Methodology Report: Public Comment (2012)

The PCORI Methodology Committee's first draft of the PCORI Methodology Report focused on the patient’s perspective.

Future reports would address clinicians’, healthcare purchasers’, and policy makers’ perspectives in more detail.

The public comment period for the draft report opened on July 23, 2012, and closed on September 14, 2012.

The Use of Value of Information Analysis for Research Prioritization (input received Jul. 23, 2014 - Sept. 5, 2014)

PCORI announced this request for information (RFI) inviting input from stakeholders who had an interest in or past experience with Value of Information (VOI) analysis and research prioritization. PCORI was interested in gathering input about opportunities for future research related to VOI analysis, with an emphasis on research that can support PCORI-related activities. The information collected as a result of this RFI would assist PCORI as it planned for a potential future funding announcement to advance the use of VOI analysis to inform research prioritization and other funding decisions. Responses to the RFI had to be submitted by September 5, 2014.

Future PROMIS® Research (input received Jan. 15, 2014 - Feb. 21, 2014)

PCORI announced this request for information (RFI) inviting input from stakeholders of the broad healthcare community to inform potential future PCORI funding of research related to the Patient Reported Outcomes Measurement Information System (PROMIS®). PROMIS® is a system of reliable and flexible measures of patient-reported health status that have been developed over the last decade with support from the National Institutes of Health (NIH). PCORI intends to acknowledge consenting submitters to the RFI on its website and at PCORI-sponsored events. Responses to the RFI had to be submitted by February 21, 2014.

Input on Research Networks (input received Nov. 12, 2012 - Jan. 4, 2013)

PCORI announced this request for information (RFI) inviting input from stakeholders of the broad healthcare community about existing health and healthcare data networks and about potential applications of these networks to support high-quality patient-centered outcomes research. This was not a formal public comment period. PCORI intended to acknowledge consenting authors of detailed examples and case studies that are incorporated, in whole or in part, into a February 2013 presentation, which was provided to PCORI stakeholders convening to generate evidence for multiple studies that support further discovery of research networks. PCORI contacted authors selected for acknowledgment in advance of publication. Download the RFI.

National Priorities for Research and Research Agenda (input received Jan. 23, 2012 - Mar. 15, 2012)

  • The Patient-Centered Outcomes Research Institute (PCORI) developed its draft National Priorities for Research and Research Agenda as an initial roadmap to guide the institute’s work. As required by law, the draft priorities and agenda were posted for public comment prior to adoption.

  • Status: PCORI’s Board of Governors approved on May 21, 2012, the final version of PCORI’s first National Priorities for Research and Research Agenda. The approved agenda contains important revisions made in response to 15 major themes that emerged from more than 450 public comments.

Methodology Committee Request for Information (input received Jan. 3 - Feb. 17, 2012)

  • The Methodology Committee issued a Request for Information (RFI) to invite input on its draft Translation Framework Components, as part of developing its first Methodology Report.
  • Status: The Methodology Committee used information received through the RFI in completing its draft Methodology Report, which will be posted on pcori.org under Research Methodology by June 4, 2012. Respondents to the RFI will be acknowledged in the report if they provided PCORI with authorization and their submission was selected for acknowledgement.

Initial Topics for PCORI’s Pilot Projects (input received Aug. 1 - 30, 2011)

  • PCORI solicited public feedback on eight initial areas of interest for a Pilot Projects Program and invited respondents to identify other appropriate topics.
