PCORI is introducing a new type of funding opportunity seeking to fund high-quality, comparative clinical effectiveness research (CER) focused on 12 Board-approved Topic Themes. These funding opportunities offered as Topical PCORI Funding Announcements (Topical PFAs) are broader than the more targeted opportunities (Targeted PFAs) offered previously and build on PCORI’s longstanding funding framework of research approaches to improve health through patient-centered CER.
The first two Topical PFAs will solicit applications for cardiovascular health and sleep health.

PCORI’s 12 Topic Themes speak to everyday health issues facing large numbers of people living in the United States. They will inform focused funding opportunities over the next several funding cycles for patient-centered CER addressing widespread conditions like cardiovascular disease, pain management, and sleep health, as well as urgent topics such as substance use and mental and behavioral health.
Topical PFA Overview
Topical PFAs are broad by design, soliciting investigator-initiated CER that is responsive to health and healthcare evidence needs of people across the nation. This broad design is also intended to allow for creativity in study design from patient-community-researcher applicant teams. Key aspects of these funding opportunities encompass the following:
- Up to $12 million in direct costs, with allowance to exceed the direct cost maximum with PCORI approval in advance, and up to 5 years duration.
- Requests for coverage of patient care costs (including medical products, procedures and care services).
- An open interest in innovative approaches to efficiently and effectively address many CER questions across the Topic Theme.
- Special Areas of Emphasis – encouraged but not required for proposed research – reflecting evidence gaps and needs identified by patients, families, caregivers, and the broader health and healthcare community.
- Review of applications guided by the primary Topic Theme of study.
The Topical PFA joins PCORI’s regular calls for CER proposals through broader PFA types (e.g., Broad Pragmatic Studies, Phased Large Awards for Comparative Effectiveness Research (PLACER)) and Targeted PFAs.
