James Hulbert, MS, was the Associate Director, Financial Compliance, in the Finance department at the Patient-Centered Outcomes Research Institute (PCORI). In this role, he oversaw all award payments to recipients of PCORI research and research support awards. He also led efforts to ensure awardees comply with the PCORI contract financial award terms and conditions. Jim worked at PCORI from September 2012 to July 2020.
He also served as Assistant Director, Policy and Planning for Contracts Management and Administration, where he developed new funding cycles and merit review timelines, and managed applicant outreach activities. He also implemented compliance programs to ensure applications and awards are treated consistently and in accordance with PCORI policies and guidelines.
In his initial pre-award roles as an administrator and manager, Hulbert was an early architect of PCORI’s pre-award and merit review process for all aspects of application receipt, including developing application guidelines and policies, overseeing PCORI’s helpdesk, developing applicant and reviewer training, and implementing merit review.
Before joining PCORI, he worked alongside researchers and clinicians at the Walter Reed National Military Medical Center to build new research opportunities. He also has served as a manager at a nonprofit foundation supporting military medical research. For more than six years, he worked closely with investigators to develop, apply, and manage federally-funded and industry-sponsored research programs around the world.
Hulbert has more than a decade of experience in program development, operations, and contract management.
Hulbert attended Pacific Lutheran University in Tacoma, Washington, where he received two BAs, one in sociology and another in social work. He received an MS in research administration from Johns Hopkins University.
