Scott J. Yoo, JD, is a Supervisor for Contracts Operations for the Contracts Management and Administration team at the Patient-Centered Outcomes Research Institute (PCORI). He is responsible for operationalizing contracting strategies, which encompasses planning and execution of pre and post-contract activities, and facilitating the lifecycle contracting experience for PCORI’s CER Methods and Infrastructure Program. His responsibilities include leading the contracting process from development of funding announcements through contract closeout.
He previously was a contract administrator at PCORI. In this role, he managed post-award activities, including negotiating, administering, and monitoring contracts issued under the Clinical Effectiveness Research program and the Engagement Award program.
Before joining PCORI, Yoo was a grants and contracts manager at American University, where he managed federal and private foundation grants and contracts. He served as a contracts specialist at University of Maryland, Baltimore, School of Pharmacy. Prior to his grants and contracts experience, he spent three years practicing law.
Yoo has a BA in economics from the University of Maryland, College Park, and a JD with a concentration in business transactions from Thomas M. Cooley Law School.
