William R. Walters, Jr., is the Assistant Director, Operations & Systems Support at the Patient-Centered Outcomes Research Institute (PCORI). In this role, he is the internal representative responsible for coordinating the overall integration, modification, and maintenance of the PCORI Online system (Salesforce/ FoundationConnect) in support of PSIM’s main business functions in Merit Review and Contract Management and the extramural funding operations related activities throughout the life cycle of award process (from pre-award to post-award to close out).

Walters was previously the Assistant Director, Contracts Management & Administration (CMA) where he managed contract support services, grants/contracts compliance, and cross-functional initiatives with other departments organization-wide. He also led CMA’s communications and IT systems teams, and develops, refines, and enforces compliance and audit functions for the department.

Before joining PCORI, Walters was procurement manager for IT and executive services procurements for the Washington Metropolitan Area Transit Authority. He also was tapped to lead a 90-member department as acting chief procurement officer. Walters has over 20 years of procurement experience across private, government, university, transportation, and utility organizations.

Walters received a BA in business administration from the University of Washington.
