PCORI first invested in the development of PCORnet®, the National Patient-Centered Clinical Research Network, in 2013. PCORnet® addresses PCORI’s National Priority to build infrastructure to accelerate patient-centered outcomes research (PCOR) by enabling learning from the healthcare experiences of millions of Americans and conducting national-scale research with enhanced accuracy and efficiency.

In 2021, the PCORI Board of Governors approved a set of Prioritizing Principles for Infrastructure Funding Relating to PCORnet—“Prioritizing Principles”—which guide PCORI’s decision making about PCORI infrastructure funding for the next phases of PCORnet. In 2022, the PCORI Board of Governors sought to build upon these Prioritizing Principles to develop:

  1. a set of crosscutting strategies that sets forth a framework to leverage PCORnet assets to advance PCORI strategic priorities, and
  2. a set of strategies to inform PCORI’s ongoing evaluation of PCORnet.

The resulting Strategies to Leverage PCORnet® to Advance PCORI’s National Priorities for Health and Evaluate PCORnet Performance flow directly from PCORI’s overarching strategy. The goal of this approach is to promote alignment between the Prioritizing Principles while focusing in greater detail on specific strategic opportunities for PCORnet.
